The annual plan discount usually applies to the maintenance plans themselves. For custom development, that's typically quoted separately. I don't think the annual plan discount carries over to new dev projects.

I've always gotten responses pretty quickly but I'm not sure it's 24/7 in the sense someone is always on call. For emergencies, they're usually super responsive though.
